.The NRC staff reviewed the changes made to the Emergency Plan, namely to Section 5 - Issue 7, Section 6 - Issue 8, and Section 9 - Issue 5, and determined that your revisions and changes to the Emergency Plan, dated through January 15, 1985, do not decrease the effectiveness of your emergency response capabilities, and that your Emergency Plan continues to meet the standards of 10 CFR 50.54(q).
There are, however, several comments, as discussed during our May 14, 1985, telephone conversation,_which should be evaluated and considered for possible inclusion in your next. revision of the Emergency' Plan:
.1.
Block diagrams describing the structure of your emergency response organization do not include intermediate level organizational titles, for example, Figure 5.2-2 outlines the function " Personnel Accountability," instead of specifying a title, such as " Personnel
~ Accountability Officer."
2.-
Section 7 does not mention the Executive Command Post, which apparently is an Emergency Response Facility, as described by Paragraph 5.3.1.
3.
. Figure 5.2-3 does not indicate structural relationships among the various Emergency Response Centers.
