CRYSTAL RIVER NUCLEAR GENERATIFG PLANT UNIT 3 - CONCERNS RELATING TO LICENSE AMENDMENT REQUEST FOR ALTERNATE REPAIR CRITERIA FOR STEAM GENERATOR TUBING (TAC NO. M92548)

Dear Mr. Beard:

4 In a letter dated June 7,1996, we provided our assessment of the quality of your licensing submittals. relating to your license amendment request for implementing an alternate tube repair criteria for dispositioning tube indications in the once-through steam generators.

In response, in a meeting with us on August 21, 1996, and also by letter dated September 11, 1996, you discussed main areas of concerns relating to 4

timeliness and quality of submittals, license amendment scope, and engineering support.

Your letter also discussed root causes for the performance weaknesses and proposed corrective actions.

We have reviewed your September 11, 1996 letter. We find your discussion of the performance weaknesses to be generally valid. We do not totally agree with certain aspects of your discussion and characterization relating to the timeliness of your submittals, consistency of amendment scope and number of errors in your submittals.

However. we find your proposed corrective actions appropriate to address concerns described in our June 7,1996 letter.

Your letter states that you will evaluate your quality assurance program relating to your submittals to us and make process changes as appropriate.

You expect to complete this effort by February 28, 1997.

Please inform us in writing of the conclusion of your evaluation, and identify any process changes that you plan to implement as a result.
