Subject: Inspection Report No. 50-271/85-13

A routine safety inspection was conducted by Mr. J. Hawxhurst of this

office and other members of an NRC team on April 15-18, 1985 at your

Vermont Yankee Nuclear Power Station. Discussions of our findings were

held by Mr. Hawxhurst with yourself and others of your staff at the

conclusion of the inspection.

The areas examined during this inspection were limited to observation of '

the annual emergency full-scale exercise conducted on April 17, 1985.

Within these areas, the inspection consisted of selective examinations

of procedures and representative records, interviews with personnel, and

observations by the team members.

Within the scope of this inspection, no violations were identified.

Although we determined that you were able to demonstrate the capability

to implement emergency response actions to protect the health and safety

of the public, several areas were identified by our inspectors and your

observers as having the potential for degrading your overall emergency

response capability. Specifically, the areas of command and control and

the flow of information between your response facilities and offsite

agencies are of concern. This confirms a telephone conversation on May

22, 1985, between yourself and Dr. Ronald R. Bellamy of this office,

where it was agreed that a meeting will be held in our office during the

week of June 24, 1985 to discuss your plans to upgrade your performance

in these areas.
