SUBJECT:

CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED JUNE 25, 1985 By letter dated June 25, 1985, Westinghouse requested an amendment to License No. SNM-1107 to permit the addition of two uranyl nitrate (UNH) storage tanks.

Westinghouse currently operates four UNH tanks which are used for storage of in process UNH. The combined dyke capacity for the UNH tanks is approximately 15,000 gallons which will contain the equivalent leakage from two tanks. This volume should be sufficient since the tanks are not interconnected and would be unlikely to fail at the same time. Any leaks or spills that might occur are decontaminated in a timely manner. No radioactive effluents will be released by this proposed storage and acceptable controls will be implemented to prevent a criticality accident. Accordingly, the staff has concluded that the following conditions have been met:

1. There is no significant increase in the type or significant increase in the amount of any effluents that may be released offsite,
2. There is no significant increase in individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
