Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 This letter forwards Licensee Event Report 96-032-00, documenting a condition that was determined at Millstone Unit No. 3 on September 9,1996. This LER is submitted pursuant to 10CFR 50.73(a)(2)(v)(C) and 10CFR 50.73(a)(2)(v)(D).

The following are NNECO's commitments made within this letter:

B15899-01:

Perform the hydrostatic test of the SlH relief valves at the required test pressure. The retest will be performed during the current outage.

B15899-02:

Provide retraining and counseling to the individuals responsible for initially performing hydrostatic tests. Such retraining will encompass ASME code requirements and system design requirements.

B15899-03:

Maintained the Plant in Mode 5 or lower until such time as the hydrostatic testing of the SlH relief valves has been completed and the issues resolved.
