DRYWELL TO SUPPRESSION CHAMBER VACUUM BREAKERS Re:

Peach Bottom Atomic Power Station, Units 2 and 3 By letter dated March 25, 1983, the Philadelphia Electric Company (PECo or the licensee) submitted its response to Generic Letter 83-08 (" Modification of Vacuum Breakers on Mark I Containments") dated February 2,1983, which was sent to all applicants and licensees for plants with Mark I containments.

In the Generic Letter, the staff requested information related to a potential failure mode of the drywell-to-torus vacuum breakers during the chugging and condensation oscillation phase of a loss-of-coolant accident. As stated in this submittal, a Peach Bottom plant unique report was prepared by Continuum Dynamic, Inc. (CDI) in September 1982. The licensee concluded that the wetwell to drywell vacuum breakers at Peach Bottom would not actuate during the chugging transients and, therefore, valve modifict.tions were not required.

Our review of the plant unique CDI report was deferred until completion of our review of the generic CDI reports that describe the models used to compute the vacuum breaker responses to chugging and condensation oscillation events. The staff has completed its review of this generic CDI report and transmitted its evaluation report to General Electric by letter dated December 24, 1984.

We have also completed a review of the Peach Bottom plant unique report and find it uses the same methodology that the staff found generically acceptable. However, we were unable to determine if the analyses supporting the Peach Bottom plant unique report were in conformance with the restrictions set forth in Section V of the staff's generic evaluation of the CDI reports, cited above.

In a letter dated May 14, 1985, the licensee provided its response to our request for additional information, dated April 22, 1985, regarding these restrictions.

Based upon our review of the licensee's submittals, we conclude that the analyses perfomed to predict the differential pressure loads across the vacuum breakers and the corresponding actuation velocities were performed using the generically acceptable methodology. Therefore, we concur in the licensee's conclusion that the valve opening and closing velocities are within the design capabilities of the vacuum breaker valves and that no 8507110593 850620 PDR ADOCK 05000277 P

This completes our review of Multiplant Action Item D-20 (Mark I Drywell Vacuum Breakers) for the Peach Bottom facilities.
