FFMA indicates that although several elements in the plans remain inadequate, the offsite emergency plens arid preparedness are adequate to provide reasonable assurance that appropriete rusures can be taken to protect the health and safety of the pubiic in the event of an accident at River Bend. The FEMA Region will reaintain close liaison with the State of Louisiana to resolve the remaining inacequacies.

FEMA has advised NPC that a finding addressing the retaining inacequacies will be provided by Jure 30, 1985.

We request that you continue to coordinate planning efforts with those of the state to ensure that the remaining inadequacies in the offsite emergency plans identifieo by FEMA are corrected.

Third Interim Finding on Offsite Radiological Emergency

Response Plans for the River Bend Nuclear Generating Station Attached is a copy of the third interim finding on the adequacy of the Louisiana Peacetime Radiological Response Plan (Revision V) site-specific to the River Bend Nuclear Generating Station. This report was prepared by the Region VI staff of the Federal Emergency Management Agency.

This third interim finding indicates a great improvement in the radiological emergency preparedness plans since the supplemental finding submitted to you on February 12, 1985.

The NUREG-0654/ FEMA REP-1, Rev.1, elements remaining inadequate for the

State of Louisiana are G.3.a., J.10.e., L.3., and P.10., and for the Parishes, J.10.e. The Region will maintain close liaison with the State of Louisiana to ensure that the remaining inadequacies are completed to FEMA's satisfac-tion. ,

Based on the final report of the initial qualifying exercise on offsite radiological emergency preparedness conducted on January 16,1985, which was transmitted to you by memorandum dated May 7, 1985, and the review of the plans, the offsite radiological emergency plans and preparedness are adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of an accident at the River Bend Nuclear Generating Station.

Third Interim Finding April 1,1965 State Plan- River Bend Station The following is a list of those NUREG-0654 elements which were previously evaluated as inadequate as a result of the second interim finding dated December 14, 1984. This third interirn finding illustrates the progress made towards resolv-ing those NUREG-0654 elements.

E.2. FEMA Evaluation Comment Internal procedures for alerting, notifying, and mobilizing emergency response personnel were not available for review (page 17). Implementing procedures not available for review.

Action Taken by the State of Louisiana State implementing procedures were submitted to FEMA Region Vi for review.

Present Status - RESOLVED - Implementing procedures have been reviewed by FEMA Region VI and are considered adequate.

E.5. FEMA Evaluation Comment implementing procedures were not available for review (pages 44-48) pertaining to the alert and notification system.

Action Taken by the State of Louisiana State implementing procedures were submitted to FEMA Region VI for review. Also, refer to parish implementing procedures.

Present Status - RESOLVED - Both State and parish implement-ing procedures have been reviewed by FEMA Region VI and are now considered adequate.

This third interim finding illustrates the progress made towards resolv-ing those NUREG-0654 elements. Note that only J.10.e. remains inadequate.

E.2 FEMA Evaluation Comment Parish plans do describe the notification and activation, but specific internal procedures for each organization were not available for review. A listing of implementing procedures was given in Appendix 1-3. Implementing procedures not in-cluded for review.

Action Taken By the State of Louisiana Parish implementing procedures were submitted to FEMA Region VI February 2.5, 1985.

Present Status - RESOLVED - Implementing procedures have been received and reviewed by FEMA and are considered ade-quate.
