Your letter of February 13, 1985 enclosed Revision 10 to the Yankee Security Plan (the Plan) which was submitted to NRC Region I pursuant to 10 CFR 50.54(p). Our review of that submittal has identified what we consider to be a decrease in the effectiveness of your security plan. This was discussed between Mr. N. St. Laurent, Plant Superintendent and Mr. R. R. Keimig of this office in a telephone conversation on July 11, 1985.

We understand, based upon that telephone conversation, that you will imediately revert to the commitment contained in the previous revision of the Plan (Chapter 4, Section 4.2) as it relates to compliance with the requirements of 10 CFR 73.55(d)(3) and (4). Should you decide to pursue the change to Section 4.2 described in Revision 10, it must be resubmitted in accordance with 10 CFR 50.90. The results of our review of the remainder of Revision 10 will be transmitted to you in the near future.

If our understanding of your action in this matter is not correct, please notify this office by telephone within twenty-four hours of receiving this letter, and in writing within five days.
