July 18,1985 Director, Nuclear Reactor Regulation Operating Reactors Branch No. 2 d

p 'g Division of Licensing U.S. Nuclear Regulatory Commission l

Washington, D.C. 20555 l

Attention: Mr. Domenic B. Vassallo, Chief

Dear Mr. Vassallo:

Subject:

Withdrawal of Certain Appendix R Exemption Requests

Reference:

1) Letter from J. M. Pilant to D. B. Vassallo dated June 7,
1985,

" Appendix R -

Schedular Exemptions; Request for" In Reference 1 Nebraska Public Power District requested l

exemptions from the schedular requirements of 10CFR50.48(c) for various described modifications.

It was pointed out that some of these exemption requests would be withdrawn if their modifications could be completed before startup from the present outage.

Accordingly, the District requests to withdraw from consideration Exemption Requests 2 and 3 contained in Reference 1.

The District also requested an exemption to Section III.L 2(b) of Appendix R to allow use of the Core Spray System and Automatic Depressurization System (ADS) to achieve safe shutdown for a fire in certain plant areas because of the possibility of core l

uncovering.

Subsequent analysis shows that manual initiation of ADS following a transient will not lead to uncovering of the core during depressurization.

From this, the District requests to withdraw from consideration Exemption Request No. 6 contained in Reference 1 which deals with this subject.

Sincerely, k

Jay M. Pilant Technical Staff Manager JMP/ grs:emzl8/6 8507240268 850718 -
