LICENSEE EVALUATION OF-0FFSITE EVACUATION' ROUTES AT THE FERMI NUCLEAR PLANT This letter is to updafs you on_the resolution of a concern expressedLby a citizen regarding the evacuation routes for fermi during a public meeting on June 5. 1992 following the 1992 Fermi emergency preparedness exercise.-

We received a letter from the licensee dated January 29, 1993 (see enclosure)-

which transmitted their evaluation of the concern and their review of the 1985 -

Evacuation Time Estimate Study.

It appears that the-licensee's evaluation supports their conclusion that no appreciable changes have occurred in the permanent population or roadway-capacity for the area addressed by the concerned citizen. -However, since this issue has been a long standing concern related to offsite emergency planning, we would like you to review the conclusions of the study and provide.us the results of your review so that we can close out this concern.

Review of the 1985 Evacuation Time Estimate Study The purpose of this letter is to provide documentation of Detroit Edison's review of the 1985 Evacuation Time Estimate (ETE) study based upon the 1990 U.S. Census data (Reference 3). This letter was requested by NRC Region III Inspector Heather Simons for closure of a concern (Reference 2).

Detroit Edison initiated a review to evaluate the 1985 ETE study using 1990 Census data and, based upon the results of this evaluation, to .

determine whether an update to this study would be necessary. As a part of the review, a comparison of the 1980 and 1990 permanent population was performed for a section of the Emergency Planning Zone (EPZ) [ Dixie Highway corridor between Fermi 2 and Interstate 75) which was specifically addressed in Reference 2. The population comparison showed 101 fewer permanent residents living in this section (7734 in 1980 versus 7633 in 1990). Based upon the decrease in the number of permanent residents and no change in roadway capacity, the evacuation route along Dixie Highway remains adequate. Therefore, the concern (in Reference 2) could not be substantiated.

Overall, the review concluded that no appreciable changes have occurred in the permanent population or roadway capacity to alter the conclusions of the 1985 ETE study. Further, based upon the assumptions and methodology used in the 1985 ETE study, a re-analysis FES I 1993

This-conclusion re-affirms Detroit Edison's preliminary evaluation and current posillon that the evacuation routes for the Ferai'2 EPZ continue to be adequate.

Detroit Edison will continue to review and assess the ETE study based upon future U.S. Census data, as it is made available.
