Review of the 1985 Evacuation Time-Estimate Study The purpose of this letter-is to provide documentation of Detroit' Edison's review of the 1985 Evacuation Time Estimate'(ETE) study based upon the 1990 U.S. Census data (Reference 3).

This letter was requested by NRC Region Ill Inspector lleather Simons for closure of a concern (Reference 2).

Detroit Edison initiated a review to evaluate the 1985 ETE-study using 1990 Census data and, based upon the results of this evaluation, to determine whether an update to this study would be necessary.

As a part of the review, a comparison of the 1980 and 1990' permanent population was performed for a section of the Emergency Planning Zone (EPZ) [ Dixie liighway corridor between Feraf 2 and Interstate;75J which was specificelly addressed in Reference 2.

The-population comparison showed 101 fewer permanent residents living in this section (7734 in 1980 versus 7633 in 1990). Based upon the decrease in the number o_f permanent residents and no change in roadway capacity, the evacuation route along Dixie flighway remains adequate. Therefore, the concern (in Reference 2) could not be substantiated.

Overall, the review con 6 uded that no appreciable changes have occurred in the permanent population or roadway capacity to. alter the-conclusions of the 1985 ETE study._ Further, based upon the assumptions and methodology used in the 1985 ETE study, a re-analysis tonna1

This conclusion re-affirms Detroit Edison's preliminary evaluation and current position that the evacuation routes for the Fermi 2 EPZ continue to be adequate.

Detroit Edison will continue ii review and assess the ETE study based upos future ll.S. Census data, as it is made available.
