Dear Mr. Cavanaugh:
On January 26-28, 1993, NRC senior managers met to evaluate the nuclear safety performance of operating reactors, fuel facilities, and other materials licensees. The NRC conducts this meeting semiannually to determine if the safety performance of the various licensees exhibits sufficient weaknesses to warrant increased NRC attention.
In addition, at this meeting, senior managers identify specific plants that have demonstrated a level of safety performance that deserves formal recognition.
At the January 1993 Senior Management Meeting, the Brunswick plant (Units 1 and 2) was discussed.
At the June 1992 Senior Management Meeting, the Brunswick plant (Units 1 and 2) was categorized as requiring close monitoring by.She NRC.
Plants in this category have been identified as having weaknesses that warrant increased NRC attention from both headquarters and the Regional Office until the licensee demonstrates a 3eriod of improved performance. A summary of NRC discussions related to tie Brunswick plant follows:
The organization and management related to Brunswick has stabilized with the appointment of a new Chief Operating Officer and the alignment of the two units under separate management controls.
Recent assessments indicate improved teamwork and management oversight of the station and corporate sup) ort activities.
Considerable progress has been made on t1e definition and prioritization of short-term and long-term corrective actions, and formal plans detailing the recovery of the station have been l
developed, improvement has been noted in technical support and outage controls related to plant modifications, and material condition of the plant has substantially improved.
However, large backlogs of work must be reduced, effectiveness of procedural and l
organizational changes must be proven, a'id readiness to resume operations must be verified before restart can be considered.

Further, progress toward the long-term corrective ac; ions appears to be slow and should receive additional attention.
Based on these considerations, the NRC plans to continue to closely monitor l
the programs and performance at the Brunswick plant to assure continued l
progress.
