SAFETY EVALUATION OF LICENSEE RESPONSES TO STAFF'S SAFETY EVALUATION ITEM NUMBERS 5, 9, 10, AND 11 FOR THE PUMP AND VALVE IST PROGRAM -

DUANE ARN0iD ENERGY CENTER (TAC NOS. M83979 AND M84181)  ;

The licensee submitted Revision 9 of the Duane Arnold Energy Center inservice testing (IST) program in a letter dated January 5,1990. - A Safety Evaluation (SE) was transmitted to the lict.nsee in a letter dated March 11, 1992, which contained a Technical- Evaluation Report (TER) prepared by EG&G, Idaho. The TER contained 15 items which the licensee was requested to address . The-licensee revised Relief Request VR-013 and submitted responses to item numbers 9,10, and 11 in a letter dated June 16, 1992. In addition, the licensee also' revised Relief Request VR-017 in response te Item 5 in-a letter dated June 30, 1992, lhe staff's evaluations of these responses and Relief Requests VR-013 and VR-017 are included -in the en losed Safety Evaluation. _ ,

The enciesed SC was prepared by the NRC staff to provide the results of. its review. The Code of Federal Regulations,10 CFR 50.55a(f), requires certain Class 1, 2, and 3 pumps and valves in water-cooled nuclear power facilities to ~

meet the IST-requirements stated in-the ASME Boiler and Pressure Vessel Code (Code), Section-XI: specifically Subsection IWP, " Inservice Testing-of Pumps in Nuclear Power Plants," and Subsection IWV, " Inservice Testing of Valves in-Nuclear Power Plants." Guidance on acceptable alternatives to Code equire--

ments has been provided for certain aspects of inservice testing tf the NRC in l Gene-ic letter (GL) 89-04, " Guidance on Developing Acceptable Inservice Testing Programs."
