PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000 This is to inform the Commission that e Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $25,000 will be issued on or about January 10, 1990 to Iowa Electric Light and Power Compeny. This action is based on en inadequate secondery containment test _ procedure that failed to detect a significant breach in the reactor building ventillation shaft. The civil penalty was mitigated 50% becuase of the unusual efforts of a system test engineer in identifying the problem. No further mitigation was applied because the corrective actions, though adequate, were initially narrow.
It should be noted that the licensee has not been specifically inforned of the enforcement action. The schedule of issuance and notification is:
Mailing of Notice January 10, 1990 Telephone Notification of Licensee January 10, 1990 The State of Iowa will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or irsposed by Order.
