Dr. Charles N. Kelber Administrative Judge Atomic Safety and Licensing Board U.S. Nuclear Regulatory Commission Washington, D.C. 20555 in the Matter of GPU Nuclear Corporation (Oyster Creek Nuclear Generating Station)

Docket No. 50-219-OLA: ASLB No. 96-717-02-OLA

Dear Judge Kelber:

Following the prehearing conference, you expressed personal curiosity in knowing why the shield plug is lifted with four lifting cables rather than three. The lifting cable assembly is designed as a dual path (ir redundant) system to meet the requirements of ANSI N14.6. The as-sembly meets the redundancy requirement by providing two pairs of cables, which maintain positive control (ir prevent excessive swinging or spinning) in the event of a single cable failure.

Sincerely,

/ shy Emest L. Blake Counsel for GPU Nuclear cc: Service List h[@
