SAFETY EVALVATION REPORT - LICENSE TERMINATION BACKGROUND By letter on August 20, 1990, Cimarron Corporation requested that their Special Nuclear Material License No. SNM-1174 be terminated. The Cimarron Corporation Plant is located near Crescent, Oklahoma, and was operated by Kerr-McGee Corporation for the manufacture of slightly enriched uranium and mixed oxide (uranium and plutonium) reactor fuels. This document only evaluates the Mixed 0xide facility and associated lands as licensed by Special Nuclear Material License No. SNM-1174.
The Mixed 0xide Facility operated from April 1970 to December 1975. Since ceasing operations, Kerr-McGee/Cimarron Corporation has removed equipment from the facility, decontaminated and surveyed the building and surrounding soil, and requested termination of the license to allow unrestricted use of the faci?ity. NRC has confirmed that Cimarron Corporation has met applicable decommissioning criteria.
The proposed action is to terminate the Special Nuclear Material License No.
SNM-Il74. This action is entirely administrative, and requires no further actions by the licensee nor handling of any radioactive material.
NUCLEAR SAFETY CONDITIONS Because only residual amounts (less than NRC decommissioning criteria for unrestricted use) of special nuclear material remain on site under this license, and no special nuclear material will be actively processea, there are no nuclear safety considerations.
RADIATION SAFETY AND ENVIRONMENTAL CONSIDERATIONS The licensee has reduced concentrations of radionuclides related to License No. SNM-ll74 to below criteria required for unrestricted release as found in
" Policy and Guidance Directive FC 83-23: Termination of Byproduct, Source and Special Nuclear Material Licenses," dated November 4,1983. Therefore, the NRC finds that the proposed action will not be a threat to the health and safety of the public or to the environment.
