Expertise of License Reviewers Mr. Salomon, Per your request and our discussion:
In response to your request for information conceming whether NRC licensing has licensing assistants that can perform some of the simple reviews for signature by senior level reviewers, I have polled the regions and have obtained the following information. The licensing responsibility for LA's for Materials licensing at NRC headquarters and the regions runs from LA's that perform reviews of simple licensing actions for signature by senior level reviewers to LA's that perform reviews of simple licensing actions with signature authority for these actions.
These simple licensing actions include terminations and amendments to change storage locations and points of distribution and add / delete contacts, users and some RSOs.
For the most part, LA's receive on-the-job training only and perform simple license reviews based on managmen+.'c confidence in their training and abilities. There is no formal training required in order to parform these simpler licensing reviews. However, several of the LA's polled have completed n iuch of the training required by license reviewers.
