ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-321, 50-366 Hatch License Nos. DPR-57, NPF-5 The following violation was identified during an inspection conducted on May 6-10, 1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Technical Specification 6.8.1 requires that written procedures be established, implemented and maintained covering the applicable procedures o recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.

Regulatory Guide 1.33 requires radiation protection procedures including procedures for contamination control.

Plant procedure HNP-8161, Eberline Model PCM-1 Portal Monitor Operation and Calibration, Section (G)(3)(1), requires that the detector high voltage be increased to a value which is midway on the measured beta plateau. The Eberline Model PCM-1 is an instrument used to frisk personnel for contamination.

Contrary to the above, the licensee failed to meet the procedural require-ment to increase the detector high voltage to a value which was midway on the measured beta plateau in that PCM #102 and PCM #108 had high voltages which were set 150 volts and 50 volts, respectively, below the knee of the beta plateau.

This is a Severity Level IV violation (Supplement IV).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons i for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as an enclosure to l facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) l or 10 CFR 73.21.
