Medical Services Information for the Diablo Canyon Nuclear Power Station This is in partial response to your request of May 28, 1985, for medical services information on several nuclear power Near-Term Operating Licenses (NT0L). For these NT0L's, you requested that the Federal Emergency Management Agency (FEMA) confirm that the offsite emergency plans include a list of local or regional medical facilities which have capabilities to provide treatment for radiation exposure.

The following extracts from the Diablo Canyon State and local radiological emergency offsite preparedness plans are attached:

Attachment # 1 from the local plan which names the primary and backup hospitals located within the sparsely populated plume emergency planning zone.

Attachment # 2 from the local plan which contains an inventory of ambulances in the local area.

Attachments # 3 & 4 from the State plan which identify hospitals and other organizations with facilities to provide medical and medical related services.

This information is confirmation that a list of medical facilities has been identified for use in case of an emergency at Diablo Canyon.

Within the State of California, there is a statewide mutual-aid agreement to provide expedient resources from one community to another, as required. The State Office of Emergency Services coordinates mutual aid and also provides State resources support to local government. Further medical advice on the treatment of radiologically contaminated persons or significantly overexposed persons is available through the State Department of Health Services. The State Department of Health Services has responsibility for identifying additional medical facilities capable of handling injured and contaminated persons. The California Nuclear Power Plant Emergency Response Plan also includes identification of Federal level resources to assist State and local governments through activation of the Federal Radiological Emergency Response Plan (FRERP).

II.9 EMERGENCY MEDICAL AND PUBLIC HEALTH SUPPORT i

Objective To provide for continuity of medical services in an emergency, to provide for i

demands placed upon the medical services sector caused by injured or contaminated individuals, and to provide for health and sanitation needs of evacuees during the immediate emergency period.

Operational Concept i

Medical considerations are analyzed in Attachment II.9-1, which indicates the various categories of problems which may need a response, as well as indicating i

how the conditions under which exposures of medical concern are most likely to l

occur and what means will be used to identify candidate groups.

That analysis j

indicates the scenarios under which various categories of medical or public,

I health response may be required.

l This section deals with those ca'tegories of medical and public health response which are of an emergency nature (i.e., requiring actions to take place during the first days after an accident).

(Note that the detailed concept of operations for screening centers is covered in Section II.7.4, '" Relocation," while the overall concept of operations for congregate care are described in Section II.7.5

" General Evacuation.")

All subsequent medical and public health actions are addressed in Sections 11.10-11.12, which cover the long-term situation.

If an accident occurs, especially if the duration is long, maintaining continuity of medical services will-be important.

In addition, there may be need to provide

,for the emergency treatment of injured individuals who are also contaminated by insuring they are identified as being contaminated and taken to a hospital for treatment.

(French Hospital is the primary receiving hospital, and Sierra Vista is the backup hospital.

The San Luis Ambulance company is trained in handling this type of patient.)

Finally, provisions to provide public health services at congregate care centers in host areas will need to be implemented.

Medical services Medical services include facilities and other health care facilities espable of handling radiological accidental injuries. 'In addition to l

medical care and services normally assumed by such facilities, provLs-Lons are made available to treat radioactively contaminated individuals and medioelly evaluate radiation exposure cases. Such facilitise can also provide bio-assay analytical services and whole body counting sepabilities.

Appendix VIII1, vol. III, Table VIII -4 lists such hospitals and facilities, and Appendix VIIII conpains the respective letters of agreement.
