Dear Mr. Bauer:

SUBJECT:

MASONRY WALL DESIGN, IE BULLETIN 80-11 I

Re: Peach Bottom Atomic Power Station, Units 2 and 3.

By a letter dated October 30, 1984, we forwarded our safety evaluation report (SER) on the subject issue. This SER concluded that except for five walls

! qualified by the licensee using energy-balance technique, Items 2(b) and 3 of IE Bulletin 80-11 have been fully implemented at the Peach Bottom facility.

l We included our position on the energy-balance technique for implementation I by the licensee.

By a letter dated January 9,1985, you provided results of the re-evaluation

'l of the above five walls of the staff review. In the enclosed supplement to our SER, we concur with the licensee that upon removal of certain conservatism from the original wall analysis, the above five walls can be l qualified based on the working stress methodology in compliance with the

! staff acceptance criteria. Therefore, for all block walls at the Peach L Bottom facility, Items 2(b) and 3 of IE Bulletin 80-11 have been fully implemented.

We, therefore, conclude that no further NRC action is required in this subject area. If you have any questions concernin contact your NRC Project Manager (Gerry Gears at (g this action, please 301) 492-8362).

Sincerely, ev. ma sna u JGW 7. aw.'
