SUBJECT: INSPECTION REPORT NO. 50-293/93-01 (EMERGENCY OPERATING
PROCEDURE INSPECTION)
This letter transmits the report of a safety inspection of your facility's emergency operating
procedures _ lead by Mr. Carl Sisco from January 11 to January 14, 1993, a* the Pilgrim
. Nuclear Power Station. The inspection activities are authorized by NRC License No.
DPR-35. Discussions of our findings were held between our staffs at the conclusion of the
inspection.
The inspection is a selective review for adequacy of your facility's emergency operating
.

'
procedures (EOPs) and supporting development documentation, implementing procedures,
and training. This area is important to safety because it assures the continued
-implementation of generic guidance for the evaluation and development of procedures used to
- mitigate the effects of transients and accidents.
The inspection concluded that your EOPs are generally technically adequate and the operating
- staff understands how to use them. Section 3 of the report addressed two unresolved items
- dealing with the timely notification of the plant operating staff of significant plant problems
and with the level of review and approval of EOP support procedures being different than -
that of the EOPs.
