Dear Mr. Fitzpatrick:

SUBJECT: PHYSICAL SECURITY INSPECTION AT D. C. COOK-

This refers to the inspection conducted by Mr. J. L. Belanger of this office

on January 19-22, 1993. The inspection included a review of activities

authorized for your D. C. Cook Nuclear Power Plant facility. At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed letter.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures,

representative records and interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements. However, as described in the enclosed report, you

identified this violation, and to encourage and support licensee initiatives

for self-identification and correction of violations, the violation is not

being cited because the criteria specified in Section VII,b of the " General

Statement of Policy and Procedure for NRC Enforcement Actions," (Enforcement

Policy, 10 CFR Pr.rt 2, Appendix C (1992), were satisfied.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
