Dear Mr. Rode:
This is in response to your letter of November l'2,1992, which was referred to us by NRC Region III for review. Your letter forwarded Revision 3 to your Hematite facility " Physical Security Plan for Protection of Nuclear Material of Low Strategic Significance," dated November 1992.
The revision includes changes in personnel escort procedures and a justification for adequacy of security measures in preventing " gross theft" of fuel rods and fuel bundles.
We have reviewed your proposed physical security plan changes and find them acceptable in meeting the provisions of Section 73.67. Accordingly, we are revising License Condition 2.1 and issuing Safeguards Amendment SG-2 to your license SNM-33, effective immediately, as reflected in the enclosure to this letter.
We have determined that the enclosures to your November 12, 1992, letter contain information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.17(a)(4) and shall be withheld from public disclosure subject to the provisions of 10 CFR 9.23.
