Dear Mr. Richard:

JPartlow ACRS (16)

Subject:

Grand Gulf Unit 1 - Elimination of Automatic Load Following Testing from Initial Test Program By letter dated April 22, 1985, Mississippi Power and Light Company (MP&L) informed the NRC staff of MP&L's intention to eliminate parts of Startup Test Nos. 22 and 29 that relate to testing the automatic load following mode of operation. MP&L considers testing of the automatic load following system to be unnecessary since Grand Gulf Unit I will not be operated in this mode.

MP&L determined that this change in the initial test program was not a major modification as defined in the Grand Gulf Unit 1 operating license (Condition 2.C.(31)) because the automatic load following system is not important to safety.

The NRC staff agrees with the licensee's determination that elimination of testing of the automatic load following system is not a major modification to the initial test program.

Sincerely,

/S/
