t Response to Request for Additional Information (TAC NO. M91719)

Originating Letter Dated September 24,1996 Docket No. 50-356 I. Please provide your estimate and bases ofthe dose received by the reactor stafandpublic in carrying out the activities to decommission the LOPRA.

As outlined in the decommissioning plan for the LOPRA dated February 10,1995, the LOPRA fuel and assembly has very little radioactivity associated with it due to the low power history of the facility. All LOPRA fuel will be handled with remote operators and a shielded cask if needed. Surveys of the non-fuel reactor components show very low levels of radioactivity so no special precautions are expected to be needed.

Reactor staff dose to perform the decommissioning as outlined in the decommissioning plan will be less than 1 mrem. This is based on dose rate measurements at the top of the pool where the operator will be standing to perform the fuel movements. No release of radioactivity or dose commitment external to the facility is expected such that dose to the public will also be less than 1 mrem.

2. What isyour estimate ofthe cost ofdecommissioning the LOPRA 7 Please break the cost into estimates of labor, waste disposal, supplies and equipment, etc. How will these costs be met?

The expected cost to decommission the LOPRA is 3 man-hours labor at $22/hr for a total of $66.00 All man-hours associated with the decommissioning will be met by existing stafipersonnel. This cost will therefore be absorbed in the facility operating budget. No waste disposal, supplies or equipment are needed.

3. lihat are yourplans to ensure that any LOPRA recordspertinent to decommissioning ofthe TRIGA reactor are retained?

All LOPRA records will be archived and maintained in accordance with the TRIGA Technical Specifications and recommendations by American Nuclear Insurers.
