Cahill, Jr. to the NRC, dated July 2, 1992 Gentlemen: Enclosed is Revision 1 to the Comanche Peak Steam Electric Station (CPSES) Unit 1 and Unit 2 Inservice Testing Plan for Pumps and Valves in the first interval. The Plan is a combined Unit 1/ Unit 2 Plan, implementing the same requirements from the ASHE Boiler and Pressure vessel Code, Section XI, 1989 Edition of Section XI on Units 1 and 2. As discussed in the above reference, implementation on Unit I will be phased in and completed before return to power following the third re'ueling outage for CPSES Unit 1 (1RF03). The phase in process assures that the appropriate portions of the combined Plan have been implemented prior to superceding related portions of the existing Unit 1 Program Plan. Tho Unit 2 portion of the Program Plan is implemented upon issuance of the operating license for Unit 2 by the NRC. The attachment provides a detailed description of the changes made by Revision 1 to the IST in a format identical to that provided for changes to the Final Safety Analysis Report (FSAR). All changes described.in the attachment have been evaluated for relative significance (i.e. -the group number 1. 2, 3, or 4 following each change justification as discussed in TV Electric letter TXX-08467 dated June 1, 1988). In addition, all changes applicable to CPSES Units 1 and 2 have been reviewed under the TV Electric. 10CFR50.59 process and found not to include any "unreviewed' safety questions.* 080094

Also, revises Table 13 Notes to document the impracticality of testing these valves at cold shutdown frequency. l Revision During test procedure development, the impracticality of testing the subject valves at cold shutdown frequency was identified. On the basis of this impracticality, the test frequency is being changed to refueling outage. Prior NRC approval is not required per the guidance of STA-119 Attachment 8 B since this change is allowed by ASHE Section XI (i.e., ASHE Section XI allows that if exercising is not practicable during plant operation or cold shutdown, it may be limited to full-stroke during refueling outages).
