September 9, 1992, letter from Harold B. Ray (SCE) to Document Control Desk,

Subject:

Docket Nos. 50-362, Amendment.

Application No. 102, Changes to Technical Specifications 3/4.4.8.1, 3.4.8.3.1, and 3.4.8.3.2, San Onofre Nuclear Generating Station, Unit 3 By Reference 1 Southern California Edison (SCE) 4.ommitted to submit 1) by September 11, 1992, a license amendment request updating the existing Unit 3 Reacter Coolant System (RCF) Pressure-Temperature (PT) lini:ts and 2)-by October 30, 1992, a license amendment request updating the existing Ur.it 2 PT limits.

By Reference 2 the above commitment for San Onofre Unit 3 was fulfilled.

'However, in finalizing-the Unit 2 PT limits, questions arose concerning the conservatism of the calculations and the October 30, 1992 commitment for San Onofre Unit 2 could not be met. This concern.also applies-to the Unit 3 PT limits submitted by Reference 2.

We are currently reevaluathg the Units 2 and 3 P1 limit calculations and will revise these calculations before submitting the license amendment request to update the existing Unit 2 PT limits.

Therefore, the Unit ?. license amendment request will be submitted by May 7, 1993.

If the results of our reevaluation also require a change to the PT limits for Unit 3, we will submit a revision to Reference 2 by May 7, 1993.

PDR-

i Docilment Control Desk At San Onofre Units 2 and 3 we have implemented administrative PT limits that are more restrictive than the PT limits from the calculations of record.

The results of our preliminary reevaluation indicate these administrative limits remain bounding. Therefore, there is no safety impact to the delay in the submittal of the updates for the Units 2 and 3 PT limits.

if you have any questions regarding these matters, please let me know.

Very truly yours, cc:

J. B. Martin, Regional Administrator, NRC Region V C. Caldwell, NRC Senior. Resident Inspector, San Onofre Units 1, 2 and 3 H. B. Fields, NRR-Project Manager, San Onofre Units 2 and.3 b
