Docket Nos. 50-498 and 50-499 Mr. Donald P. Hall' Group Vice-President, Nuclear Houston Lighting & Power Company P. O. Box 1700 Houston, Texas 77251

Dear Mr. Hall:

SUBJECT:

NRC BULLETIN 88-08, " THERMAL STRESSES IN PIPING CONNE0TED TO REACTOR COOLANT SYSTEMS" SOUTH TEXAS PROJECT, UNITS _1 AND 2 (TAC :05. M69689 AND M69690)

By letter of September 23, 1992, NRC transmitted to Houston Lighting & Power-Company (HL&P) a request for additior.al information (RAI) regarding-the response to Action 3 of Bulletin 88-08.

In particular, the staff stated that conclusions of a Westinghouse evaluation which led to the decision by_ HL&P to remove the temperature monitoring instrumentation may not have been based on fu'ly supportti assumptions.

HL&P was requested to respond to the staff within LJ days of receipt of the RAI.

On October 30, 1992, a conference telephone call was helti between the staffs of the NRC, HL&P, andhcinghouse to discuss the NRC's questions. As a resul_t of that call, it was decided that a meeting to discuss the data as well a: the Westinghouse conclusions would be beneficial. The meeting will be held in mid-December 1992 or January 1993.

Because discussions between the staffs and Westinghouse regarding the studies are yet to be completed, the-schedule for-the HL&P response to the RAI is-suspended. A new response date will be determined subsequent to the upcoming meeting.
