LASALLE COUNTY STATION UNITS 1 AND 2 - INSERVICE INSPECTION PROGRAM RELIEF REQUESTS NO. RI-22 AND RI-23 (TAC NOS. M83389 AND M83390)

By letter dated May 7, 1992, the Commonwealth Edison Company (CECO) submitted a request for relief from Paragraphs IWA-5214 and IWB-5222(a) of the American Society of Mechanical Engineers (ASME) Code Section XI,1980 Edition, Winter 1980 Addenda for specific portions of the Reactor Core Isolation Cooling (RCIC) System.

In particular, you requested relief from the Code requirement to perform a hydrostatic pressure test following the replacement of the RCIC steam supply inboard isolation valve and installation of mating flanges on the RCIC head spray piping for both units.

The NRC staff's evaluation of these relief requests is documented in the enclosed Safety Evaluatfon.

The staff has determined that this action is authorized by law and w.11 not endanger life or property or the common defense and security and i.s otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the code requirements were imposed on this facility.

Therefore, the staff has concluded that relief requests RI-22 and RI-23 for the LaSalle County Station, Units 1.and 2, are acceptable due to the impracticality of the Code required testing.
