March 26, 1985 3:00 pm EST Room P-422 The purpose of this meeting)was to review the schedule for low power license for River Bend Station (RBS and to review any key problem areas in the licensing process.

The staff stated that the applicant's official fuel load date of April 2,1985 was not realistic, that the number of open items, incomplete construction items deferred tests, etc., was too long. The staff discussed the NRR staff assess-ment of the applicant's January 14, 1985 submission formally notifying NRC of construction and, test items which would be incomplete at fuel load. (Enclosure 1 presents the staff assessment and the applicant's January 14, 1985, submission).

Furthermore, the staff stated NRC's general policy was not to license plants until construction was complete.

.. ~Mr. Cahill, Senior Vice President of Gulf States Utility (GSU-applicant) stated the GSU has maintained this schedule for years with a planned fuel load date of April 1985, and that GSU was planning to defer construction and test on non-safety systems, only until they were actually needed for plant operation.

He stated that this plant is being built fully in keeping with NRC regulations, and would require only six (6) years to complete (from laying reactor mat rebar to operation).

GSU staff presented the following material:

Construction Work Flow Sequence.

(Enclosure 2)

Construction / Testing Work Post Fuel Load (including new proposed deferrals).

(Enclosure 3)

Overall Test Program Status.

(Enclosure 4)

Work Controls After Receipt of the Operating License.

(Enclosure 5)

Shift Manning. (inclosure 6)

The following points were made at the meeting:

Shift Staffinq Industry has connitted to operating plants with a 5 shift capability.

Since the licensing of San Onofre 2 (Feb.1982), NRC has never licensed a plant without a five shift capability.

Technical Specifications NRR and GSU would meet again by April 5,1985 to ascertain the status of the Technical Specifications. NRR stated that if the Technical Specifications were complete, adequate and the applicant would certify that they are consistent with the FSAR, SER and plant as built, NRR would bypass the proof and review stage and go directly to final draft review stage.

Equipment Qualifications The staff stated that it'would not grant a low-power license if GSU did not plan to complete their environmental qualification (EQ) program by November, 1985.

If GSU maintained their present request for justification for interim operation with EQ deferred beyond November, 1985, the Consissioners would have to make the decision.

Diesel Generators NRR stated that diesels are required to satisfy GDC-17 at fuel load.

GSU should meet with DSI staff as soon as possible on this issue.
