SUBJECT: TOPICS FOR FUTURE MOTOR-OPERATED VALVE MEETING, BRUNSWICK STEAM

ELECTRIC PLANT, UNITS 1 AND 2 (TAC N05.f475638 AND/,70639)

During the Monthly Plant Restart Status Meeting on January 6,1993, Mr.

William Russell, Associate Director for Inspection and Technical Assessment,

inquired into the activities associated with the motor-operated valve (MOV)

--

testing program at the Brunswick Steam Electric Plant (BSEP), Units 1 and 2.

He had suggested that additional information on the implementation of the

program should be provided to the NRC in a meeting with the NRC technical

staff.

During discussions with Mr. D. Waters of your staff, a request was

made to expand participation in this meeting to include each of the Carolina

Power & Light Company (CP&L) facilities.

This letter accepts the proposed

expansion to include the other facilities and confirms the scheduling of the

subject meeting on February 17, 1993.

A formal NRC meeting notice is

forthcoming.

A discussion of the following areas should be included in the presentation:

a.

The current status of the CP&L testing program for MOVs, including those

actions that remain to be completed and their expected completion dates,

as=it relates to your previous response to NRC Generic Letter 89-10.

!

b.

A discussion on the manner in which the test data is' being evaluated and

'

how the results are being promptly incorporated into the program.

c.

The status of efforts to provide feedback of test results into actuator

sizing and torque switch settings,

d.

A review of the open items from NRC Inspection Report 50-325,324/91-31

and an update of the activities and schedule for resolving these concerns.

The status of CP&L's response to the 10 CFR Part 21 report' on Liberty

Technologies' Valve Operation Test and Evaluation System (V0TES).
