Dear Mr. Reed:

This refers to the routine safety inspection conducted by J. D. Smith,

R. J. Leemon, A. H. Stone, R. B. Landsman, D. E. Jones and J. Walker of this

office from September 29 through November 9, 1992. The inspection included a

review of activities authorized for your Zion Nuclear Generating Station. At

the conclusion of the -inspection, the findings were discussed with those

members of your staff identified in the enclosed report.

The enclosed copy of our inspection report identifies areas examined during

tne inspection. Within these areas, the inspection consisted of a selective

examination of procedure and representati,e records, observations,-and '

interviews with personnel.

As described in the enclosed inspection report, you identified a violation,

and to encourage-and support licensee initiatives for self-ident' ication and

correction of violations, the violation is not being citec necause the

criteria specified in Section V.G. of the " General Statement of Policy and

Procedure for NRC Enforcement Actions" (Enforcement Policy, 10 CFR 2, Appendix-

C, (1992), were satisfied. The inspection showed that actions had been taken

to correr.t the identified violation-and to prevent recurrence. 0ur

understanding of your corrective action is described in your Licensee Event

Report, Consenuently, no reply to this violation:is required.
