Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 Request for Additional Information on IE Bulletin 80-11 Masonry Wall Design In Reference (1) the NRC Staff provided its Safety Evaluation concerning Northeast Nuclear Energy Company's (NNECO's) response to IE Bulletin 80-11, Masonry Wall Design. Tne Staff determined that there were three walls which required implementation of the Staff position on the use of the energy balance techniques as discussed in Enclosure 2 of Reference (1). The Staff requested that NNECO provide a description of the action planned and schedule for implementation to render the three walls acceptable to the Staff.

Accordingly, NNECO will perform further analysis, to qualify the three walls to elastic criteria,in accordance with the SGEB Staff position on the use of energy balance technique to qualify reinforced masonry walls in nuclear power plants.

NNECO will complete the analysis on these walls and submit the results to the Staff by October 30,1985.

Additionally, the sentence on page 11 of the Staff's SER, "Because wall 1.23 meets the SGEB criteria for SSE loadings, which is the governing condition, it is assured that the wall will not fail under OBE conditions" may be misleading. SSE is not the governing condition for all portions of the wall, however, the entire wall does, in f act, meet the criteria for SSE conditions.
