This' refers 'to the inspection conducted by Mr.
G., L. Plumlee III of this office
during the ' period March '1-31 and April 1-16, 1985, of activities authorized by
NRC Operating- License DPR-34 ^for Fort St. Vrain Nuclear Generating Station, and
to the discussion of our findings with Mr. J. W. Gahm, and/or other members' of
' your staff at the conclusion of the inspection. The findings of this
-
inspection were also discussed with you during an enforcement conference .in the
-Region IV offices on April 24, 1985. A list of attendees at this conference.is
enclosed (Enclosure 1)
Areas examined during the inspection included control-rod-drive-refurbish-
ment,-helium-circulator refurbishment, maintenance, and surveillance.
~
LWithin'these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
' observations by the inspector.
-During this inspection, it was found that certain of your activities were in
Eviolation of NRC. requirements. Consequently, you are required to respond to
.-these violations', in writing, in accordance with the provisions of'
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of .
Federal Regulations. Your response should be based on the specifics contained
intheNotice~ofViolationenclosedwiththislette'r(Enclosure 2). Since
these . violations are related directly to the control-rod-drive-refurbishment
program which is now taking place, it is essential that you take immediate
corrective actions to assure:that maintenance quality control (MQC) requirements
- are met during all remaining refurbishment work. The letter you agreed to send '
by April 26, 1985, stating your actions and commitments in response to the.
enforcement conference, should satisfy a portion of the required response to
these violations. Your full response should address the effects that skipping
o
--of hold points may have had on the adequacy of refurbishment work already
- '
completed.

Details of.this inspection will be included in a report to be issued in the
near future' and identified as NRC Inspection Report 85-07.
