Dear Mr. Denton:

Attachment 1 to this letter is a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Section 3.1 - Reactor Protection Instrumentation an'j Logic for your staff's review and approval. The proposed amendment statisfies a requirement of Generic Letter 83-28 as addressed in the referenced letter. The revised Technical Specifications, with changes indicated in the margins, have been prepared based on the license in effect following Amendment Nos. 87 and 77 to DPR-39 and DPR-48, respectively.

The plant modification being incorporated in the Technical Specifications by the proposed amendment is scheduled to be installed during the Unit 1 refueling outage which started January 30, 1985 and 1985.

the Unit 2 refueling outage scheduled to commence September 5, The effective date of the proposed amendment should be no earlier than 60 days from the date of issuance or modification operation authorization approval, whichever is later, to permit adequate time for implementation of necessary procedure changes.

Attachment 2 to this letter is a demonstration that the proposed amendment involves no siginificant hazards considerations.

The proposed amendment has received On-Site and Off-Site review and approval.
