Box 499 Columbus, Nebraska 68601 Gentlemen: This refers to the inspection conducted by Mr. C. A. Hackney of this office and Mr. M. I. Good during the period March 4-8, 1985, of activities authorized by NRC Operating License DPR-46 for Cooper Nuclear Station, and to the discussion of our findings with Mr. P. Thomason and other members of your staff at the conclusion of the inspection. Areas examined during the inspection included protective action decisionmaking, changes to the emergency preparedness program, knowledge and performance of duties, and audits. Within these areas, the inspection consisted of selective- examination of procedures and representative records, interviews with personnel, and observations by the inspectors. These findings are documented in the enclosed inspection report. The enclosed report identifies deficiencies in your emergency preparedness program. You are requested to provide this office with a schedule for correcting the deficiencies within 30 days after receipt of this letter. l Within the scope of the inspection, no violations or deviations were identified.
