Dear Mr. Selin:

This letter is to request assistance with regard to a recent occurrence which was both extremely disturbing and potentially dangerous to security force personnel working at the Consolidated Edison Nuclear Power Plant located in Buchanan, New York.

In August, 1992, two weapons (12 gauge shotguns) designated for use during contingency threats against the aforementioned plant were found to have obstructions intentionally placed inside the barrels.

Subsequently, an investigation was undertaken by the Utility to determine the identity of the individual or individuals responsible for this act.

To date, the outcome of this investigation has not been made known to security force personnel working at the site. This is becoming of great concern, as security 3rsonnel are apprehensive about additional threats which may be made by those involved. It appears the investigation being conducted by the Utility has been concluded or reached a standstill as interviews of security force personnel ceased in the early part of September, 1992, and there is no evidence of any fucther investigative activity.

Given the obvious severity of this matter, security force personnel believe they should be apprised of the outcome of the Utilities's investigation if it haa .been completed, or if the investigation has not been completed or remains unresolved, the matter should be redirected to a, investigative agency with jurisdiction in this area.

Any assistance the Nuclear Regulatory Commission could provide regarding informing security force personnel of the investigation outcome or- redirecting the investigation would be greatly appreciated.

Please contact me for any additional information on this matter at (914) 564-0528.
