SUBJECT: NRC INSPECT 0N REPORT 50-482/92-32 (NOTICE OF VIOLATION)
This letter refers to the inspection conducted by Messrs.
G.--A. Pick and other
inspectors identified in :the enclosed report- for the- period of November _22, .
1992, through January 2, 1993. The-Inspection included a review of activities

authorized for your-Wolf Creek Generating Station. . At the conclusion-of the
inspection, the findings were discussed with_those members of your__ staff-
identified in the enclosed report,

Areas examined during the inspection are' identified in the reporti Within-
these areas, tho. inspection-consisted of selective-examination of procedures
and representative records, interviews with personnel, and observations-of
activities in progress.
Based on the results of this inspection,: certain of your activities' appeared
i

to be-in violation of NRC requirements, as specified in the enclosed Notice of-
Violation (Notice).
Violation A pertains to the failure of a mechanical ~
maintenance worker to follow work instructions while disassembling.a spent
fuel pool cooling pump (Section 3.4),: This violation 41s of concern because it
is:an additional example of maintenance-personnel deviating from their work
instructions without stopping work untti the work instructions are-
appropriately revised.- Violation B pertains to an inadequate spent. fuel pool
'
bridge crane operating procedure _ (Section .7.3).'
This violation;ist of concern
_
because there were no procedural precautions toLinform the bridgo crane.-
operators to not position heavy loads over spent. fuel-assemblies.
The licensee; identified an-instance:of failure to follow' the new fuel! receipt
procedure.resulted in the potential damage of a:new fuellassembly. This-
violation of Technical S)ecification 6.8.1.a for: failure to follow,an; approved
procedure was r.ot cited )ecause the criteria-identified in paragraph.VII.B,2
of;10-CFR 2, Appendix C (Enforcement Policy),1were_ satisfied. The licensee:

'took prompt and effective: corrective actions to prevent 1 recurrence-
(Section 2.2).

You are required to respond to this letter and should follow he instructions
specified in the enclosed Notice when preparing your response.
In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence.
After reviewing your response to this
Notice, including your proposed corrective actions and the results of future
inspections, NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
The responses directed by this letter and the enclosed Notice are not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980. Pub. L. No.96-511.
Should you have any questions concerning thir. inspection, we will be pleased
