RADIOLOGICAL EMERGENCY RESPONSE PLAN INTRODUCTION A.
Authority The authority for tne preparation of this plan is provided oy tne Board of Education, Daniel Boone Area School District and is con-sistent with P. L. 1332, the Pennsylvania Emergency Management Services Act of 1978, and by the Board of Education, Daniel Boone Area School District.
B.
Purpose This plan is presented to establisn responsibilities, define a concept of operations, offer workable procedures for the protection of scnool students, and provide for tne direction and control of District school facilities, staff and students in tne event of an incident at the Limerick Generating Station.

(Such organizations include Amateur Radio Emergency Service (ARES), Radio Amateur Civil Emergency Services (RACES),
4 Wheel Drive Clubs for Emergency Services, Civil Defense /Citi-zens Band, and Radio Emergency Action Teams (REACT).

Central Resource Receiving Point - A predesignated location outside tne plume exposure patnway EPZ, suitable for tne reception and distribution of supplies and equipment.

Emergency Broadcast System (EBS) Announcenents - Of ficial announcements mace at tne county level for tne specific purpose of providing instructions or directions from the County Commissioners, or their designated official representative, to the permanent and transient residents of tne county. Announce-ments are made over the legally designated EBS network. EBS announcements at tne State level are made only wnen they are applicable statewide. Priorities for EBS announcements are specified in law; first priority to tne Federal government, second priority to county governments, and third priority to state governments. Restriction on use of EBS announcements does g
not preclude appropriate use of news papers, radio and tele-V vision for puolic information statements.

Emergency Management - The judicious planning, assignment and coordination of all available resources in an inta9 rated program of prevention, mitigation, preparedness, response and recovery for energencies of any kind, whether from enemy attack, man-made or natural sources.
(May be termed Emergency Preparedness.)
6.
_ Emergency Operations Center (E0C) - A facility used by state, county or municipal governments from which to direct operations in the event of an energency.
7.
Emergency Planning Zone (EPZ) - A generic area defined about a nuclear facility to facilitate offsite emergency planning and develop a significant response base.
It is defined for the plume and ingestion exposure patnways.
a.
Plume Exposure Pathway - The area surrounding a fixed nuclear facility wnicn potentially is subject to radiation exposure as a result of an incident involving radioactive material emanating from the facility. Such potential exposure could involve:
(1) whole body external exposure to gamma radiation fron the plume and from deposited materials, O.
and (2) inhalation exposure from the passing radioactive plume. The EPZ for tnis pathway consists of an area of V.
approximately ten miles in radius around the fixed nuclear facility.

Ingestion Exposure Pathway - That area surrounding a fixed nuclear facility wnicn, as a result of a release of radio-active material, is a potential source of exposure through the ingestion of water and foods, such as milk or fresn vegatables originating there. The EPZ consists of a cir-cular area of 50 miles radius around tne fixed nuclear facility.
8.
Host Senool - Predetermined schools outside the pit.me exposure patnway EPl to which risk school students are evacuated, at which they remain under risk school officials's supervision, until they are picked up by their parents or legal guardians.
Students residing in the plume exposure patnway EPZ and attend-ing school outside will be held for pick-up at the school they attend.
9.
Incident - An event or condition at a nuclear facility whicn I
coulo result in impact on public health and safety. Four l
emergency incident levels have been developed to facilitate l p planning for response to nuclear incidents:

Unusual Events - An occurrence whicn indicates a potential cegradation of tne level of safety of tne facility. No releases of radioactive material requiring offsite response or monitoring are expected unless furtner degradation of l
safety systems occurs.
l b.
Alert - An occurrence which involves actual or potential suostantial degradation of the level of safety of the facility. Any releases are expected to be limited to small fractions of tne Environmental Protection Agency (EPA) protective action guideline exposure levels.
c.
Site Emergency - An occurrence wnich involves actual or likely major failures of facility functions needed for tne i
protection of the public. Radioactive releases are not expected to exceed tne EPZ protective action guideline exposure levels except near.the racility site coundary.
d.
General Emergency - An occurrence which involves actual or inntnent substantial core degradation or melting witn ene potential for loss of containment integrity. Releases can i

13 Projected Dose - An estimate of tne radiation dose wnicn affected individuals could potentially receive if protective actions are not taken.
- 16. Protective Action - An action taken to avoid or reduce a

Sneltering - Action taken by tne puolic to take advantage of tne protection against radiation exposure afforded of remaining indoors, away fros.1 doors and windows, during and following the passage of tne radioactive slume, b.
General Evacuation - Tne evacuation of tne entire population witnin a specified geograpnic area.

Selective Evacuation - Ine evacuation of specific elements of tne population, sucn as pregnant women, pre-scncol cnildren or tne infirm.
17.
Public Information Statements - Public annaancements made by PEMA or county official spokespersons via newspaper, radio or television to explain government actions being taken to protect-ive tne public in event of any public emergency. Tne purpose of the announcement is to provide accurate information, prevent panic and counteract misinformation and runors. Reference to the emergency incident itself will be made only in the context of tne reasons for governmental actions, and not'to provide j
detailed information about it.

- 22. Scnool-Services Officer - An individual appointed by the County wno ensures tne coordfiiation of risk school district plans for l
protective response and coordinates the alert / notification and l
resource requirements of risk schools at the time of tne l
emergency incident. This individual provides staff assistance co tne County EUC and operates under the direction and control of the Berks County Emergency Mangement Agency Director.
23.

- 11. Scnool is in session during regular classroom nours (semesters; summer sessions; evening classes); when the authorized scnool calendar applies; wnen students are involved in regular scnool sponsored activities / events; or when students occupy school facilities under scnoo1 supervision.*

- 12. Scnool not in session refers to after nours during tne time or tne autnorized scnool calendar (regular and summer scnool terms). Special activities during vacation periods will De included if scnool facilities are occuppied by individuals or groups not autnorized/ sponsored by the Scnool (District).*
- 13. Tnis plan does not apply during vacation periods or wnen all scnool facilities are closed for extended periods. Decisions to extend vacations, nolidays, etc. are implemented utilizing emergency procedures for scnool not in session. All actions will be coordinated tnrougn tne Berks County EMA.

Students refer to individuals in grades Kindergarten (K) to Twelve (12) autnorized pre-scnool program (s), or special education activities.
15.
In no case will students be dismissed to tneir own care if protective action is imminent. Scnool officials wiii remain responsiole for student safety until parents /guarcians can assume responsioliity.

Fixed Nuclear Facility Incident Situation 1.
All incidents occuring at the Limerick Generating Station will p)
De classified accordir.g to the emergency action levels:

y Event, Alert, Site Emergency, General Emergency.
2.
A fixed nuclear facility incident could occur during school nours and result in the distruption of scnool services fur an extended period of time.
3.
County officials and scnool administration will initiate protective actions including all tnose actions considered for the general population, requiring students and staff to eitner initiate snettering actions or evacuate directly to designated nost schools.
E.
Alert / Notification System 1.
Berks County and tne District will maintain an alert /notifica-tion procedure and a prinary and backup telecommunications system to provide for alert / notification and information excnange during a fixed nuclear facility incident. The tele-communications system includes telepnones located at the District. $1ministrative Office (and each scnool building principal's office).
Control is from the Berks County E0C. A description fo tne notification ;ystem is provided in the Berks County Radiological Emergency Response Plan, Annex C, Alert /
p Notification.
In the event of breakdown of telephone service.
U cne Berks County EMA will provide for a RACES representative to supply communications as availaole and if needed, at the scnool district office, or a mobile radio (s) will be assigned by tne Berks County IU-Vo Scn East Center.
2.
Scnool District Super 3ntendent In tne event of an incident at tne Limerick Generating Station, the Superintendent will De riotified by the County Scnool Services Officer from tne Berks County EOC. Tne Pennsylvania Department of Education (PUE) may confirm notification of scnool Superintendents for tne purpose of redundancy.

Scnool Building Prinicipals Wnen school is not in session, public and non-profit private scnool building principals will be notified by tne Superintendent or nis designate.

Dear Parent:
In tne event of an nuclear incident at tne Limerick Generating Station that would result in a protective evacuation of the vaniel Boone Area Scnool District, Amity Elementary Center students tvill be safely bused directij to schools in a nost school district.
The nost scnool for our District is Vaniel Boone Area Junior-Senior Hign Scnool. Parents or legal guardians will De requested to pick up tneir children at the Junior - Senior High Scnool Duild-ing.
Tnis District is concerned tnat any evacuation be safe and orderly, that an accurate scnool. attendance be maintained tnroughout, and tnat parents /
guardians be reunited witn students as quickly and conveniently as possiole.
Tnerefore, Amity Elementary Center staff will accompany students during evacuation to tne Junior - Senior High School and school staff will reuain witn students until all students are picked up.
It is not necessary to rusn, drive safely to the Hign Scnool and your cnild will De waiting for jou under tne supervision of scnool staff.
After 8 p.m.,
tne nost schnol will be closed and remaining students bussed to a cesignated mass care center, located at Gov. Mittlin Intennediate Scnool, Snillington, PA.

Tne District requests tnat parents / guardians refrain from trying to pick-up students at Amitj Elementary Center when an evacuation has been ordered or appears imminent.
It is important tnat scnoo! driveways and access roads be kept open for Duses.
In addition, wnile preparing to evacuate, it is difficult to release students and keep a current and accurate scnool census.

The following message has been released by tne Berks County Emergency Management Agency.
It supplements instructions given to tne puolic relative to tne general evacuation announcement for an approximate ten-mile radius around tne Limerick Generating Station.
" Parents with cnildren attending scnool witnin a ten-mile radius of tne Limerick Generating Station are advised that tneir cnildren are subject to a separate evacuation plan wnile scnool is in session.
Cnildren will be bused directly to schools outside tne risk area. Parents are to meet tneir cnildren at designated nost scnools located outside the emergency zone.
I repeat, cnildren will De bused directly to scnools outside tne risk area wnere parents are to meet their cnildren. Parents are not to report to their children's scnool.
Parents of scnool cnildren wno live witnin an approximate ten-mile radius of tne Limerick Generating Station and wnose entidren attend schools beyond tnat distance are advised tnat their cnildren will oe cared for at tneir own school until they can be picked up.
