NRC INSPECTION REPORT 50-298/93-01
This refers to the inspection conducted by an NRC team from Region IV
accompanied by the NRR Project Manager on January 4-8, 1993.
The inspection
'
included a review of activities authorized for your Cooper Nuclear Station
facility. At the conclusion of the inspection, the findings were discussed
with you and those members of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report. These
areas included reviews of modifications and design change packages, interviews
with personnel, and reviews of quality assurance audits and assessments of the
engineering and technical support organization. Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observation of activities in progress.
The results of this inspection are documented in the enclosed report.
It is cur understanding that, during the exit meeting conducted on January 8,
1993, you made two commitments to enhance the control of plant temporary
,
modifications. The first commitment was to annotate control room drawings and
procedures to indicate that a temporary modification affects those documents.
The second commitment was to review the present temporary design changes to
determine if any could be made permanent plant modifications.
If your
understanding of thest commitments differs from ours, please contact me
immediately.
In accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy
of this letter and its enclosure will be placed in the NRC Public Document
Room.
Should you have any questions concerning this inspection, we will be pleased
to discuss them with you.
