License No. SNM-1097 General Electric Company ATTN:

Mr. T. Preston Winslow, Manager Licensing and Nuclear Materials Management, M/C J88 P.O. Box 780 Wilmington, North Carolina 28402 Gentlemen:

i We have reviewed your September 9, 1992, transmittal regarding the GE-Wilmington remedial action plan for the uranium ~

contamination beneath the fuel processing building and have the-following comments..

1 Since there are no groundwater--monitoring; wells near the source of contamination, the horizontal collection-system should be continuously used to remove the contaminated groundwater.

The groundwater from the collectionLsystemLshould be. tested for uranium concentrations to establish any trends.

In addition, all the. existing groundwater monitoring wells should continue'to be sampled and tested on a regular frequency of at-least once every six (6) months.

The trend of the uranium conc ~ntrations'should be carefully monitored in all the wells, especially the wells nearest the source, namely, Well FX-2AU and Well FX-BAU.

GE needs to ensure that actions-will be-taken before contamination spreads to the principal aquifer and extensively.

into the surficial aquifer.

GE's strategy should be oriented to minimizing' future decommissioning problems.

If the trend shows a substantial increase in the concentration levels in the principal-and surficial aquifers, then appropriate action should be taken to remediate the contamination.
