Dear Mr. Merritt:
In your letter of September 27, 1971, you requested that the Atomic Energy Commission re-establish a public document room and transmit.
to that place the pertinent documents relating to the Monticello i
Nuclear Generating Plant.
As a matter of practice, the Atomic Energy Commission does. establish local document. rooms in_ the vicinity of a nuclear facility prior to
)
a hearing;for issuance of either a construction permit or an operat-ing license. These local public document rooms are usually established at a public library or other suitable arrangements are made to make the relevant documents. conveniently available to interested members

When an operating license is. issued, as is-the case for the Monticello Nuclear Generating Plant, we' disoontinue sending documents to the local sites.- Since the application for Prairie Island is currently under review for an operating -license, a local, public document room has been -established at the Red Wing Public Library, 225 Broadway Street, Red Wing Minnesota 55066. You should-contact Miss Edna Steiner, the Librarian, to obtain access to docu-ments relating-to the Prairie Island project.
We have reconsidered our policy of Ediscontinuing public document rooms l
at the-operating license stage, and will continue to supply documents in the future after licensing. We are making arrangements with the l
Environmental Resource Center to update the files they have on the Monticello plant.. We will begin immediately to send. them copies of relevant documents and will provide the material'that has been-filed during the interim as soon as possible.
