In response to your letter of September 17, 1970, with reference to the testimony of 'fr. John Ladalfeh, 'finnesota Pollution Control Agency, at the hearings on S.2752, I an advised that the answer to your letter would necessarily involve a discussion of substantive matters at issue in the pending Monticello proceedingt.
