Gentlemen:

This refers to the routine safety inspection conducted by Mr. W. Snell and

others of this office on May 6-9, 1985, of activities at the Point Beach

Nuclear Plant _ authorized by NRC Operating License'Nos. DPR-24 and DPR-27 and

to the' discussion of our findings with Mr. 'J.

Zach and others of your staff

-

at the conclusion of the inspection.

The enclosed copy.of our inspection report identifies _ areas. examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this. inspection,~ certain of your activities appeared to be in non-

compliance with NRC requirements, as specified in the enclosed Appendix A.

A written response is required.

It is noted that.the noncompliance, which concerned the capability of the -

' Shift Superintendents to make an adequate protective action recommendation,.

is a repeat noncompliance from the July 23-27, 1984 routine emergency

preparedness inspection (IE Report Nos. 50-266/84013; 50-301/84011). _ This

tis to confirm the commitment made by licensee representatives at the exit

meeting on May 9, 1985, that prompt corrective action concerning this repeat

noncompliance would be taken by revising applicable procedures within two

weeks and retraining all Shift Superintendents within one additional week

from the date of-the exit meeting.

-Weaknesses identified during this inspection which should be corrected by your

staff are summarized in the attached Appendix B to this letter.

Please advise

us within 45 days of the date of this letter of the actions you plan to.take

showing the estimated date of completion, with regard to these weaknesses.

.In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

'this. letter and the enclosures will be placed in the NRC Public Document

. Room.
