Dear Mr. Denton:

Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Results of GPUN Management Review for Restart Ammendment 103 to the TMI-l Operating License requires in part that " prior to initial criticality (1) GPU Nuclear Corporation shall submit to NRC.... a summary of its management review." (See License Paragraph 2.C.(8).1).

The purpose of this letter is to satisfy this requirement by providing relevant background information and the latest Restart Readiness Review Committee Meeting results (held on May 9, 1985). A description of the TMI-l Prerequisite Program, previously provided by our letter of May 11, 1984, has been revised and is attached (Aapendix No. 1) for your information.

In addition we have included Appendix No. 2 which describes the scope of our various internal reviews.

The TMI-l Prerequisite Program was developed in March of 1983 so that GPUNC Hanagement could, at selected points within our restart program, review in a systematic and thorough fashion, TMI-l's readiness to proceed safely from milestone to milestone, culminating with TMI-l's return to full power operation.

This process, developed to certify internally TMI-l's readiness to restart safely, was established because:

1) Many major modifications have been made to plant systems over the last six years,
2) changes in the overall organization have taken place, bringing new personnel to GPUNC, 3) GPUNC management requirement to insure all Divisions participate in this review process and 4) GPUNC Management desire to reduce the action item backlog in several areas.

Several Management Readiness Review Meetings have been held over the last two years.

The following listing provides dates held and the Milestone (event) being reviewed by the GPUNC's Readiness Review Committee (RRC):

(1) Initial criticality refers to the first criticality following the steam generator repairs completed in 1984 and 1985.

  • FLAG NO. 1 - OTSG Repair Hot Testing (Explosive Expansion Repair)

- First Meeting:

July 26, 1983

- Second Meeting: August 19, 1983 Action Taken:

Approval granted by the RRC on August 19, 1983; heat up to test the steam generators began August 24, 1983 and ended October 6, 1983.

  • FLAG NO. 2 - Final Heat Up To 48% Power Level (First Attempt)

- First Meeting:

October 20, 1983

- Second Meeting: December 20, 1983

- Third Meeting:

January 12, 1984 Action Taken:

Approval granted by the RRC on January 12, 1984 pending resolution of a few prerequisites and NRC Commission

order, which was not forthcoming as anticipated.

No heat up performed at this time.

Remaining prerequisites carried over into Flag 2A.

  • FLAG 2A - Final Heat Up To 48% Power Level (Second Attenpt)

- First Meeting:

June 6, 1984 Action Taken: Approval granted by the RRC on June 6,1984 pending resolution of a

few prerequisites and NRC Commission

order, which was not forthcoming as anticipated.

Remaining prerequisites carried over into Flag 28.

Note:

Heat up to test Reactor Coolant Pump 18 was performed one month prior to this meeting using the Flag 2A Prerequisite Program to facilitate actions required before proceeding with that heat up.

  • FLAG 28 - Final Heat Up To 48% Power Level (Third Attempt)

- First Meeting: May 9, 1985 Action Taken:

Approval granted by the RRC on May 9,1985 pending resolution of remaining prerequisites and NRC Commission Order.

The latest TMI-l Restart Readiness Review Committee (RRC) Meeting was held at TMI-l on May 9, 1985 as mentioned above.

Senior members of the plant staff supported by key members of other Divisions, presented the status of the Flag 28 program.

This presentation included a discussion on all remaining prerequisites.

Approximately fifty (50) items remain to be resolved prior to restart, most of which are minor in nature and all of which will be resolved prior to restart. Of tnis number, thirteen (13) are items to be done at the last minute such as removal of temporary lead shielding, valve line (ps, housekeeping final inspection, etc.

At. the conclusion of this meeting the RRC approved TMI-l's return to power f

subject to the following conditions:

1.

Resolve remaining Flag 28 prerequisites (54).

2.

Satisfy License Condition 2.C.(8).1 Reporting Requirements (License

-Amendment 103) 3.

V.P. & Director THI-l will notify RRC Chairman when all Flag 28 prerequisites are completed.

4.- Obtain NRC Commission permission to Restart.

5.

Proceed up to 48% power level and hold.

GPU Nuclear Corporation does not plan any further management reviews for initial criticality under the scope of this program, unless additional significant delays are foreseen.

The Master Prerequisite Book-is available on site for NRC Iuview if desired.
