Backcround By letter dated.ianuary 26, 1976, Northern Stat.s Power Company (NSP) proposed a change to the Technical Specifications for Monticello to reduce the frequency for exercising pontrol; rods from one week to one month. The licensee clair.s that :
(1) 25,000 such tests at Monticello without a single failure justifies a reduction in frequency of these tests; (2) recent analytical studies reveal that weekly tests result in fuel damage and increased offgas releases; and (3) the probability of two or more rods being ino).erable will be less than 10-6 even at the monthly testing interval.

consideration itiven to the possible multi-inceted genric issue.
Note'that the licensee has treated the related collet housing cracking problem in his sulnittal and believes that inspections for the start of cract propagation not rod exercising provides the assurance that collet housinc cracks will not become a problen.
Coordination with NSP or the vendor (CE) may be necessary during your review of this issue.
It is requested that you work closely with the operatinn Ecactors contact during your investigation. Your final report should judge the acceptability of the NSP submittal as it could apply to all INR's.
