Zienann, Chief, Operating Rtinctors Branch #2, DOR Identification of Generic Issue By License Amenhent Request dated January 26, 1976, Northern States Power Cournny (NSP) has identified,.for their Monticello hielcar Generating Plant, an issue which will apply to all Boiling Water Reactors.
According to N9P, the weet ly exercisin<t of control rod drives results in detrimental effects (fuel danage anci increased offgas releases) which conid outweich the advantages (identification of inoperable rods). The licensee has therefore requested that a nontitly exercise period be instituted to replace the weekly requirer.ent.
NSP has addressed the CRD collet housing cracking problem in its submittal and believes that inspection and determinntion of cracking prior to crack propar.ation provides the real key to this facet of the problem.
