BROWNS FERRY NUCLEAR PLANT UNITS 1 AND 3 - RESOLUTION OF CABLE SEPARATION DISCREPANCIES (TAC NOS. M85297 AND M85298)

By letter dated April 8,1992, the NRC staff provided a safety evaluation of cable installation and separation issues for the Browns Ferry Nuclear Plant (BFH) Units 1 and 3. This letter requested that the Tennessee Valley Authority (TVA) provide additional information regarding cable separation discrepancies associated with cables in divisional and non-divisional cable trays which are physically connected. TVA responded to this request in a letter dated December 29, 1992. This letter documents the NRC staff's evaluation of that response.

TVA performed a 100% review of Unit 3 cable trays to identify cable separation discrepancies. Two cables were identified as violating separation criteria.

In one case, cable PLll63, TVA committed to double-isolate that cable. TVA also committed to reroute cable 3PL575 to satisfy separation criteria. These corrective actions will be completed prior to restart of BFN Unit 3. The staff accepts these commitments.

TVA stated that the cable separation discrepancies were the result of an error in the computer program used to route the cables. BFN Units 1 and 2 cables were manually routed. Therefore, BFN Unit I cables are not subject to these discrepancies by this mechanism. The staff accepts this determination.

However, the staff requests that it be informed of the disposition of any additional BFN Units 1 and 3 cable separation discrepancies which may be identified, regardless of the cause.
