Docket Nos.
50-259 and 50-296 April 8, 1992 Tennessee Valley Authority ATTN:
Dr. Hark 0. Hedford, Vice President Nuclear Assurance, Licensing and Fuels 3B Lookout Place 1101 Market Place Chattanooga, Tennessee 37402-2801
Dear Dr. Hedford:
SUBJECT:
SAFETY EVALUATION OF TVA PLANS TO RESOLVE ELECTRICAL CABLE INSTALLATION AND SEPARATION ISSUES FOR THE BROWNS FERRY NUCLEAR PLANT UNITS 1
AND 3 (TAC NOS.
H80681 AND H80682)
By letter dated Hay 10, 1991, the Tennessee Valley Authority (TVA) submitted its corrective action plans to resolve electrical cable installation and separation concerns for the Browns Ferry Nuclear Plant (BFN), Units 1 and 3.
TVA met with the NRC staff on December 4,
1991, to discuss these plans.
The NRC staff has reviewed TVA's corrective action plans and concludes that when properly implemented, these plans are sufficient to resolve the specific electrical cable installation and separation issues at BFN Units 1 and 3.
The enclosed safety evaluations support the staff's determination that these corrective action plans are acceptable.
- However, TVA did not provide sufficient information for the staff to complete its safety evaluation regarding the specific issue of cable separation discrepancies associated with cables in divisional and non-divisional cable trays that are physically connected.
TVA is requested to submit for staff review the details of its corrective actions to resolve this type of cable separation discrepancy for Units 1 and 3, especially with regard for those cases that were previously resolved for restart of Unit 2 by simply opening breakers.
Please contact me at (301) 504-1470 if you have any questions regarding these safety evaluations.
Sincerely, Original signed by IIiip<ig piI8 I> IIIhlWi)+(Q'i~~ plgipp Joseph F. Williams, Project Manager Project Directorate II-4 Division of Reactor Projects - I/II Office of Nuclear Reactor Regulation
