Subject:

Implementation of 10 CFR 50 Appendix R Requirements Gentlemen:

Attached is a supplement to Proposed Change No.102 to Maine Yankee's Technical Specifications. With Reference (b), Maine Yankee proposed Technical Specifications which stipulate limiting conditions for operation and surveillance requirements for the alternate shutdown system.

Part B to our proposed specification 3.21 defines the diesel fuel oil requirements for the alternate diesel generator. This supplement changes the source of the fuel oil; from the emergency diesel generator day tank to the fuel oil storage tanks. The storage tanks supply the emergency diesel generator day tanks and, therefore, are a more appropriate source of fuel oil for the alternate diesel generator.

This supplemental proposed change does not involve an increase in the probability or the consequences of an accident previously analyzed, a new accident not previously analyzed, or a decrease in the margin of safety of a technical specification bases. For these reasons, this supplemental change does not involve a significant hazards consideration.

This suptiement has been reviewed by the Plant Operations Review Committee and the Nclear Safety Audit and Review Committee. The Plant Operations Review Committee has concluded that the attached change does not constitute an unreriewed safety question.
